For a boot disk that is 9x based like 98, 95, ME etc.. I have made a startup disk from another PC and this is what I have used. I suppose you ARE selecting CD-ROM support from the boot loader Or maybe those 3 files are not on the boot disk? Are you using a startup disk you created in Windows?
